Wow! Where did you find him?
He is Yukinko, son of the Snow Woman and a legend from my favorite snowy prefecture of Niigata. The Snow Woman is a ghost-like apparition who usually kills people but occasionally spares them if they meet certain conditions (if they are exceptionaly beautiful or do her bidding). Her child, the one in your picture, is the spirit of a dead child who is sometimes used by the Snow Woman to trick humans, but usually appears out of the snow to play harmlessly with live children. Don't fear Yukinko, but if you see a supernaturally white-skinned woman nearby... RUN!
